The Coastal Management Division (DCM) believes that boaters should be able to obtain a wastewater pump for their vessel as easily as they can obtain other common waters. This ordinance summarizes the various state laws in North Carolina that prohibit “illegal unloading” or the dumping or unloading of garbage, directly or indirectly, including any form of “waste disposal” from ships. The program, established as a result of the federal Clean Ship Act of 1992, provides financial assistance to marinas and other ship docking facilities for the installation and renovation of pumping and unloading stations in North Carolina.
